  • Highest GST Slab for Beedis Hailed

    THIRUVANANTHAPURAM:
    Kerala’s medical fraternity and health experts have hailed the GST Council’s decision to categorise all tobacco products, including beedis, as demerit goods and tax them at the highest 28 per cent under the new single tax regime, saying such a public health-friendly measure would discourage tobacco consumption. notoba
    Taxing beedis, cigarettes, and chewing tobacco products at the highest GST rate would not only curb consumption of tobacco products but also enhance government revenues, they averred. Significantly, the World Health Organisation (WHO) has said that tobacco taxes have the potential to reduce tobacco use, save lives and generate revenues.
    Lauding the step, Dr Tiny Nair, Chief Consultant Cardiologist, PRS Hospital here, said, “Scientific studies have shown that beedi smokers are at a greater risk of cardiovascular diseases, besides cancers in various parts of the body. By taxing beedi at the same rate as cigarettes and chewing tobacco, the government has ensured that millions of beedi users will quit, and millions of youth will be prevented from initiating tobacco usage.”
    Beedis are the most commonly used tobacco product in India, accounting for 64 per cent of all tobacco consumption and are disproportionately consumed by the poor. They contribute to the majority of the ten lakh deaths attributable to tobacco as also to the staggering economic burden caused by tobacco use.
    Dr Thomas Varughese, noted oncologist and President, Kerala Cancer Care Society, Kochi, said bringing beedis in the highest tax slab would help prevent millions of premature deaths, especially among the weaker sections of the society.
    “Beedi-related health hazards impact the poor user physically and financially, and affect the entire family, especially dependent children. Addiction to beedis causes poor families to spend more on tobacco and less on food, healthcare, and education,” he pointed out.
    Dr Varughese, who chaired the recently concluded International Oral Oncology Congress in Bengaluru, cautioned about the increasing trafficking of smokeless tobacco and its grey market availability, especially near educational institutions in Kerala.
    Dr AS Pradeep Kumar, Senior Research Officer, Achutha Menon Centre for Health Science Studies here, made a strong case for governmental intervention to address the plight of beedi workers, especially those in the unorganised sector.
    “The occupational diseases among beedi workers, such as respiratory problems, tuberculosis, lung cancers and asthma owing to their extended exposure to tobacco, are well documented. Rehabilitation schemes and generation of alternative employment opportunities are the way forward,” he said.
    Dr Pradeep Kumar, a votary of public health and tobacco control, also appealed to the government to levy cess on beedis and chewing tobacco products as has been done for cigarettes to prevent shifting from cigarette to beedi smoking.
